Lucario's Fighting set is Counter, or the legacy fast move Force Palm, with Aura Sphere. Aura Sphere is not legacy, so a regular Charged TM can reach it — the hard part is getting Riolu at all, since it comes almost entirely from eggs.

The Steel set with Bullet Punch and Meteor Mash exists but is there for coverage. Fire, Fighting and Ground all hit it for super effective damage.
